Time To Live or TTL could be higher. Also, do a speed test and post your results here in this thread.

I used that RWIN once with Adelphia and it worked well.

Do a speed test from HalfLifer's link so we can see your speeds.

It's better to do a speed test from a location nearest yours. It will give a more reliable result, HL's test is from a Boston, MA site. Go here for a long list of test sites:

You need to clear your web history after every test to do multipule tests from the same site.

Do you have CableNut installed?
