Could be bad ethernet cable (or connectors), EMI interference (keep the router/cable/client away from fluorescent lights, other modems/routers/PSUs, UPSes, etc.), collisions (are you connecting through a hub, what is the distance between the wired client and the router, is it connected directly ?). It could also be bad network adapter driver/settings.

Tested with 2 diferent cables near same result , Emi interference i doubt nothing of that near , conected from pc ethernet port directly to router port cable around 1.8 maybe 2 meters long , the network adapter i also doubt tested two pcs same results , so i am suspecting of the router itself tested all 4 ethernet ports same result , anyway your suggestions made me more shure that its not a normal thing what i cant understand is why only affects upload if its the router i dont get why

You are correct in that it is not normal, usually wired ethernet provides somewhat more stable and slightly faster connection in both directions.

What is the model of the router, is it a combined modem/router or a separate unit ?
What about the network card ? (is it different on both clients that you tested)

You may want to check the network adapter driver settings and turn off any "offloads". You may want to check the network adapter optimizations on the main site as well.
I would also try turning off any QoS in the router to test.

What kind of file transfer speeds are you getting if you connect two wired clients to different ports on the router and copy files between them ?

I've seen this before when the duplex settings are wrong between both sides. The router may not be auto-configuring duplex properly. I'd set it manually on both sides and see if that solves the problem. :)
