Outlook 2007 & Delayed Delivery Problems

Hi, I am helping someone who is having problems with Delayed Delivery in Outlook 2007, running on Windows 7 Home Premium 64. Most of the time when choosing to delay sending the email just goes in the Outbox, instead of a data it says NONE and then the email is never sent, even after the time has passed.

Several google searches have not revealed any useful fix.

Can anyone here help?

One thing unclear from my google searches, is delayed delivery supposed to be able to work if you are NOT using EXCHANGE? Some things seem to indicate this, others just say that in a non-Exchange environment, (POP), you must keep Outlook open, (and that is not a problem for this user).
