View history on other profiles?

Can I view the history from IE on another profile if I do not sign into that profile?

You can use tools which read the index 'n history file..and pull the information from it that you want. As long as you have admin rights to the computers C drive...you can pull data out of any user profile on the PC, and you can do this from across the network.

Can I use Wireshark do determine if anything "bad" is going on a particular subnet?
