Very high ping times at hop 2 which is the phone line connecting the modem to the wall socket.

Try replacing the splitter and phone line. Make sure your modem is placed within 3 metres from the wall socket and that you do not coil up this phone line.

Is your modem being placed near to some other electrical devices? Cordless phone, speaker, etc?

Seems it is being affected by electrical interference. Relocate it to some other place, under the comp table if necessary.

Test speed a few times and see if it is stable. You should be getting 85-90% of 1 mbps.
