Both up and down speeds are very slow.

I would first clean my comp registry with CCleaner and scan for malware with AVG antispyware, SpyBot and Ad-Aware 2007.

After scanning for malware, reboot comp and post your Hijackthis log.

I suspect the main cause of your problem is this running program:

C:\Program Files\DNA\btdna.exe

It is choking up your upload bandwidth and thus download speed also suffers.

Read up on it at:

Make a backup copy of your registry.

Then use CCleaner and Regseeker to clean your registry.

I'd even uninstall Adware, and AVG anti spyware and install superantispyware update and scan fully with it.. then download, update and run spybot S&D.

As for Mcafee, if your not paying for it remove it too and install avast home..its free to register and has a very good detection rate..some may not agree but thats ok I use this stuff daily on machines so screwed up it would make many want to throw them out windows.

As for Mcafee, if your not paying for it remove it too and install avast home..its free to register and has a very good detection rate..some may not agree but thats ok I use this stuff daily on machines so screwed up it would make many want to throw them out windows.
Theres no reason to uninstall adaware and AVG anti spyware, though I agree adding spybot and super antispyware is a good move.

And if hes gonna replace Mcafee he should replace it with something thats decently better, not better by a couple hairs. The free scanner to go with right now is Avira Antivir.

This zero knowledge stuff, its a firewall/virus scanner thing?

Can you post your modems signal levels?
How to do this: http://www.dslreports.com/faq/3361

Also can you post the results of
ping 192.168.100.1 -n 100
ping http://www.cox.net -n 100

Not the whole 100 requests the the end result, which looks like

Ping statistics for 192.168.100.1:
Packets: Sent = 100, Received = 100, Lost = 0 (0% loss),
Approximate round trip times in milli-seconds:
Minimum = 0ms, Maximum = 1ms, Average = 0ms

Adaware will have a very minimal effect with the others around, but AVG antispyware has potential use still.

As for your choice to recommend Avast all the time, you really should look at http://www.av-comparatives.org/

You're basically telling him to replace his virus scanner with one that is basically just as effective as his.

You should give antivir a try, scanning speed is quicker than avast as well, though if your paid by the hour nevermind that lol
