Network - DNS Configuration

Today I contacted my ISP because of a Download problem, well the tech told me to go to network - Dns configuration which is Disable at the time,and he ask me to enable it and showed me hot to set up the DNS with (3) of there fast servers. should I Disable It our set it up as the tech said

personally its trial and error. if you dont see any noticable difference go back to dynamic
