Is there a connection between download speed and the time it takes for web pages to load. In other words having 3000mpbs vs 1500mpbs mean that going from one page to another will be twice as fast also ???

Download speed doesn't matter as long as long as you don't have lag, latency, and high ping times. These three things can mess with your surfing experience a lot. As for downloading pages, it is going to depend on the server you are on, also where the server is located. Your computer specs next plays a minor role but NOT that much, as I read about people that are still using PII and PIII computers to this day.
