Caps Lifted

My caps use to be 3000 K/bits down. This morning I noticed it is now 4200 K/bits down. My trabnfer speeds are around 510 Kb/s. WTF? Oh well, like winning the lottery. I will let you know when they slap the ole governor on again.

Probably a stress test for their system, whoever that is

Charter is doing that in various systems to see if they can handle upgrading speeds, but Im shure theres other reasons cable co.s do it also.
