Servers on cable without penalty?
I still don't understand how everyone else using p2p and IRC are serving files on cable connections (Including OOL users who have had servers running for months without a problem) without penalty. Is there something I'm missing here, like uncapping? Because it seems that I'm the only one has to ...

YOU'VE GOT TO BE KIDDING ME!
They drop the cap from 120 KB/s to 150 kb/s!!!!! How the hell do I get around this. I see other people on IRC who have not uncapped their OOL cable modem still get higher than what I should be getting.
