DTVDSL (1.5/128) In CA. 6300 ft. From Telco.(Pacbell)(Not PPoE)

I Live 6000 Ft. From The Telco.I Get Between 1100-1300 D/L Speed,And 50-100 U/L Speed.....what can i do about my U/L speed?I Have Tried The Tweak For Broadband For Win XP.....
