because with rwin 65000 get limit rcvwindow more bigger than if with rwin 17500 , but with rwin 17500 look better for dl speed

the last analyzer result get bigger for ttl and smaller for rcv @200+@500

if dialup modem , there's no place for reset
if cable modem , usually in front or in back there's small hole or push button , so you can push or press it

for me to ajust rwin , first i use drtcp with default , rwin blank , ack blank and mtu blank , go to test , u got basic rwin , so test to multiplied this rwin

when i got like that , maybe u can try this , first i setup the cable modem with nic , if u use xp you must insert the alternate config if u can't get submask for dhcp enabled
after this can running well u can change the nic with wireless card
