if you are uploading at the same time you are attempting to take a speed test... then of course your values are going to slow down considerably like you've shown to us. Speed tests should be taken with only 1 window browser open and nothing else going on at the same time.

you should select extreme for the tcp/ip optimizer, after you select your network card, then hit optimal settings at the bottom.. and then hit apply. at&t in massachusetts, costs 46$ monthly, doesn't look like it will be changing for a while at least. If your from Massachusetts, and you are trying to choose cable over dsl, definately go with cable.. especially if you can get AT&T as your isp.

yes it is the same ip address... and i used the tcpoptimizer program to adjust it.. but remember... it says the correct RWIN that i applied in the optimizer program and in my regedit.. but when i analyze it.. it says something totally different. So now.. what's the problem...?

i think i noticed something similar to your problem at hand. On AIM, i haven't been able to connect to other AT&T users for a while. And i don't think it has anything to do with opening ports.. such as 5199,4099 and what not.. if those are correct, not really sure, but i DO have the correct ones...

do you use a router? If so, i have some settings you could put in to your router configs depending on the maker of it. The problem could lie in your computer itself, have you tried reinstalling counter strike after you got the new modem? That might help, and then defragging to fix any errors in file...
