I'm surprised that's all you found on a college LAN. I'd say the smartest thing to do (as if this is ever done with college networks) is just to disable your file-shares/NetBIOS and live life wonderfully at your co-op. I HIGHLY doubt that *uncapping* file does anything but occupy hard-disk space ...

Latency is really all dependant on your connection medium, setting the TCP buffer is really just making sure it is set to a connection specific number.

Most games as you know use the UDP protocol. TCP/IP tweaks like mine, or Speedguides only tweak TCP protocol specific registry values, so UDP would ...

Your RWIN is a total factor of your Connection Speed & Latency across your connection.

RWIN Discussion

The end users system really doesn't matter per say, as long it is optimal enough to accept the Internet connection to 100% it should be fine.

Packet Loss has mostly to do with Load on the various IP gateways, and Latency.

Load
If a router is heavily loaded with TCP packets your packet might get discarded from the routers queue i.e. packet loss.

Latency
If the latency to the server machine is high you have to expect a high retransmission ...

To turn timestamps off set Tcp1323Opts to "1" or "0"

I would use 64240 (MSS x 44) because if you used the bigger ones they would be scaled down to 64240 anyway.

To use RWIN over 64240 you have to set Tcp1323Opts to "1" however most servers don't allow RWIN over 64240 so they scale any window over that down.

The follorwing RWIN are optimal:

513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2 ...

Using a 500kB file is useless for accuracy. You need a much bigger file (5MB of over) to get a true reading. The reason verizon is using a small(er) test file most likely is to fool its users thinking they have more speed than what they actually have.

Most games use the UDP protocol to allow online play. RWIN'S and such don't matter because these are TCP protocol options we tweak.

Since 99% of the time your big bad RWIN over 64240 isn't being used any one of the below RWIN's would be optimal:

128128 (MSS x 44 * scale factor of 2)
