Yes and no, in that order. But I have the Messenger service disabled, which is, I believe, how the pop-up is being displayed.

When using a router, you don't need to dial-up, in fact you need to set IE never to dial. Provided you have worked through the router setup procedure correctly, it should be synced with the ADSL line (usually a steady green light) and ready to go. Log in to the router, probably http://192.168.0.1 ...
