US Representative Hank Johnson (D, GA) has proposed a new draft bill that would require app developers to reveal their information-gathering practices, and allow users to request their stored information to be deleted. The Application Privacy, Protection, and Security (APPS) Act of 2013 is a part of a six-month web-based initiative called AppRights. It incorporates three provisions championed by the project's participants — user control, transparency, and security.

Data retention policies would also need to be publicized, explaining how long user data is stored, and the terms and conditions surrounding its storage.

"Many of you told us that simple mechanisms are important to protecting your privacy on mobile devices ... without threatening the functionality or integrity of the mobile apps that you love," Johnson said in a statement.

The people working on the APPS Act are currently listening to suggestions on the bill's draft language and will update it accordingly. According to the current language, the Federal Trade Commission would head enforcement of the law and state attorneys general could bring suits against those who break it. It's not yet clear when the bill will be introduced to Congress as possible legislation.
