Chinese government announced that the country will strive to complete broadband coverage in urban and rural areas by 2020. Under the so-called Broadband China Strategic Plan, the country will ensure half of its households have broadband access by 2015 and 32.5% of cellular users will have access to 3G or other fast networks. The plan will also be carried out in three different stages, with fiber optic networks and 3G mobile coverage to be facilitated in 2013, while broadband coverage will be expanded from 2014 to 2015. Broadband network and technology updates will be the key task from 2016 to 2020. The country's State Council said that internet speeds for cities will be as fast as 20 megabits per second (Mbps) while rural internet speeds will be around 4Mbps by 2015. The average fixed broadband download speed in China was a mere 3 Mbps in the first half of this year, according to a report released by the Broadband Development Alliance, a third party research organization.
