AT&T makes data throttling more transparent

AT&T said Thursday that the company has adjusted its data-throttling practices for customers who have unlimited data plans. Customers with unlimited 3G data services will start noticing decreased speed once they've hit 3 GB of data transmission in a single month. For 4G customers, that number is 5 GB.

Previously, AT&T said that among unlimited data customers, anyone who managed to be in the top 5% of data consumption would see their download speeds throttled. The company never revealed how much data one would need to consume to be in that top 5%.

The company said it needs to manage data use to avoid network congestion that would lead to degraded services for all customers, as it struggles to cope with massive growth in demand for services such as Web surfing and video streaming.

"How we're managing the network only affects a small minority of the heaviest smartphone data users still on unlimited plans," AT&T said. "Put another way, this does not impact more than 95 percent of our smartphone customers."
