TCP Analyzer Interpretation

TCP Analyzer shows that my Linux Ubuntu laptop has RWIN = 14720 Bytes.

My understanding is that Linux OS automatically adjust the RWIN and by default it can increase it to 4MB (http://www.psc.edu/index.php/networking ... tune#Linux)

Is it possible that Linux initially advertises a smaller RWIN and then increases it if necessary based on Delay-Bandwidth product?
