Can I apply the registry patches only to a Windows server ?

Generally, you have to apply patches to all existing users' registries in order for them to take advantage of the TCP/IP tweaks. There is one notable exception.

The HKCU\DEFAULT (HKEY_CURRENT_USER\DEFAULT) branch of the registry in Windows 2k, 2k3 Server and XP Pro acts as a template for any newly created users as well. Changes to this branch will also affect any newly created accounts on that machine or server.
